During the last few days, I have been receiving queries and requests from number of comrades (DOT Pensioners retired from the Grade IV) about the Grade Pay applicable from 1-1-2006. Originally Grade Pay for the scale of 6500-10500 was Rs 4200. Later on, Vide an order dated 13-11-2009, the Ministry of Finance revised the rate of Grade Pay as Rs 4600.00.I sent the copy of the said order to some. Since more requests are coming I am uploading the said order above.....

Subject:- Grant of the revised pay structure of grade pay of Rs.4600 in the pay band PB-2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 and which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2

Sixth Pay commission recommended merger of the three pre-revised scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 and replaced them by the revised pay structure of grade pay of Rs.4200 in the pay band PB-2. Vide para 2.2.21 (v) of its report, the Commission recommended that on account of the merger of these 3 scales, some posts which constituted feeder and promotion grades would come to lie in an identical grade. The Commission gave specific recommendations in its Report granting higher grade pay of Rs.4600 to some categories of these posts. As regards the other posts, the Commission recommended that it should first be seen if the posts in theses 3 scales can be merged without any functional disturbance and if possible, the same should be done, Further, the Commission recommended that in case it is not feasible to merge the posts in these pay scales n functional consideration, the posts in the scale of Rs.5000-8000 and Rs.5500-9000 should be merged with the posts in the scale of Rs.6500-10500 being upgraded to the next higher grade in the pay band PB-2 with grade pay of Rs.4600 corresponding to the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.6500-10500 should be merged with the post in the scale of Rs. 7450-10500.

The above recommendations of the Sixth Pay Commission were notified vide para (ii), Section I in Parts B and C of the First Schedule to the CCS (RP) Rules,2008. While Part B of the First Schedule of he CCS(RP) Rules relates to revised pay scales for common categories of staff, Part C notifies revised pay structure for certain posts in Ministries, Departments and Union Territories. The above provisions of the Rules specifically mentioned that upgradations in terms of para (ii) Section I may be done in consultation with Department of Expenditure, Ministry of Finance.

Consequent upon the Notification of CCS (RP) Rules, 2008, Department of Expenditure has received a large number of references from administrative ministries / departments proposing upgradations of the posts which were in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 by been granting them grade pay of Rs.4600 in the pay band PB-2. The matter has been considered and it has now been decided that the posts which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2, will be granted pay of Rs.4600 in the pay band PB-2 corresponding to the pre-revised scale of Rs.7450-11500 w.e.f.1.1.2006. Further, in terms of the aforementioned provisions of CCS (RP) Rules, 2008, in case a post already existed in the pre-revised scale of Rs.7450-11500, the posts being upgraded from the scale of Rs.5600-10500 should be merged with the post in the scale of Rs.7450-11500.

Accordingly, in terms of Rule 6 of CCS (RP) Rules, 2008, revised pay of Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who have already exercised their option for drawal of pay in the revised pay structure in the format prescribed in the Second Schedule to the Rules, will be fixed again in accordance with illustration 4A annexed to CCS (RP)Rules,008.

In case of all such Government servants in the pre-revised scale of Rs.6500-10500 who were earlier granted grade pay of Rs.4200 and who had opted to have their pay fixed under CCS(RP) Rules, 2008, action as prescribed in this Department’s O.M. of even number dated 30th August, 2008 will be taken. In case a Government servant desires to revise his earlier option for coming over to the revised pay structure, he may be permitted to do so without any reference to this Department.

6. On account of pay fixation in the revised pay structure of grade pay of Rs.4600 in the pay band PB-2, arrears of pay will be recalculated and difference of arrears in respect of the entire amount will be paid immediately. The manner of drawal of arrears ahs already been indicated in this Departments/s O.M. of even number dated 30.8.2008.

Kindly refer the posting in this Site on 21-6-2017 giving data of cases settled by all circles.The data was quoted from a letter issued by BSNL Corporate Office vide No. 48-10/2017-Pen/BSNL dated 20-6-2017. The letter was also uploaded in the Site. But, the figures were not readable in some cases. As usual, the information collected by CO may be old one.

Now, it is reported by Circle Secretary, Karnataka that out of 8585 total cases 7995 cases have been settled.It is a commendable progress.

Now, Kerala and Delhi NTR Circles are lagging behind. In Kerala, the delay is mainly in CCA Office. In NTR Circle the delay is in both BSNL Circle Office and in CCA Office

Madurai is the famous Temple City of India with grand old Meenakshi Amman Mandir. Many of you might have visited this marvelous structure, on the way to Rameswaram.

For us, Madurai is special for another reason.

The Madurai SSA Unit of AIBSNLPWA has more than 1500 members!. 600 Life members!!.

District Secretary is Com. G R Dharmarajan, 76 years old. In a very systematic manner he goes to the PGMT office every day without fail, sits in the canteen. Pensioners can meet him there during office hours and discuss any case. He is there to help every one.

Com. Dharmarajan has a good team of seniors to work together. They collected donation from everybody who got the benefit under 78.2% revision. Madurai SSA Unit has remitted Rs 1,70,000 to CHQ.

I salute the Madurai Team. I appreciate the untiring efforts put up by them in settling the problems of pensioners.

NO ILLUSION ……. IT IS OFFICIAL NOW!

On 12-5-2017, the Cabinet Secretary held a meeting with Secretaries of various Departments under Govt. of India to consider report of third Pay Revision Committee(PRC) for Central Public Sector Establishments. The Minutes of the said meeting are released now. cos-meeting.pdf

Affordability: Secretary, Coal raised specific problem of Coal India Limited. But, Shri Shivasailam IAS, Joint Secretary, Telecom who represented DOT in the meeting did not raise any problem of BSNL.As such, under the affordability condition recommended by third PRC and decided by the said meeting of Committee of Secretaries, there is no chance of getting any wage revision in BSNL. Fitment benefit recommended by PRC also has been approved by the Meeting.

Those who had illusion about PRC report and its impact on pension revision should open their eyes and understand the reality and change their attitude.

As all are aware, the Wage (PAY) revision in Central Public Sector Establishments take place in two stages. 1) First, for the Executives, based on the recommendations of Pay Revision Committee.

2) Then for the Non-executives, through bilateral negotiations between Management and recognized Unions.

The third Pay Revision Committee’s report is before the Government now. The PRC permitted wage revision with a condition that the additional expenditure should not cross 20% of Profit Before Tax. With this condition, wage revision in BSNL is very remote. Cabinet Secretary held a meeting recently with Secretaries of various departments. In the said meeting DoT did not demand exemption from the affordability condition for BSNL.

Some of the leaders of BSNL Unions were demanding Pension Revision along with Wage Revision.

WHEN THERE IS NO WAGE REVISION WHERE IS THE PENSION REVISION?

They have spoiled the chance of pension revision for BSNL retirees. Meeting of various unions of BSNL staff held today has decided for agitational programmes including strike on 27-7-2017. Again, they have raised the demand of pension revision. As in the past, they will conveniently forget this demand when negotiation takes place. It is a usual game.

BSNL has to revise the wages .BSNL has no authority to revise pension. Government has to take a decision regarding pension revision. Government need not worry about affordability.

We demand Pension Revision, independent of wage revision in BSNL. Pension should be revised delinking it from the profit/loss of BSNL. It should be done based on the Seventh Central Pay Commission Recommendations.

[25.05.2017] Wage revision of BSNL employees is in danger - total unity of all the unions and associations and united struggles alone will ensure wage revision of the BSNL employees.

All are aware that, the 3rd PRC recommendations are against the BSNL employees. The affordability clause of the 3rd PRC recommendations says that, the Profit Before Taxation (PBT) of a PSU should not dip by more than 20%, due to the implementation of the wage revision. BSNL is not making any profit. Hence, BSNL employees are not entitled for wage revision, as per the recommendation of the 3rd PRC. The role of the Administrative Ministry, ie., DoT is very crucial in this. So long as shri J. S. Deepak was the Secretary, DoT, he had been taking a very positive stand on the wage revision of BSNL employees. However, after his removal, a shift has come in the stand of the DoT also. Under these circumstances, unless the entire unions and associations stand together, it will be extremely difficult for the BSNL employees to get wage revision. Let us get ready for massive and united struggles, to ensure that wage revision is ensured to BSNL employees..

After the recent merger of five subsidiary banks (including State Bank of Travancore, with whom our CHQ has the Accounts) in SBI, the Bank is levying unnecessary charges and putting unwanted restrictions.

More than Rs 25000 can not be sent to a particular account per day. One branch transfers Rs. 25000 to CHQ account one day. Nobody else can transfer amounts on that day.If they transfer we have to pay unnecessary fines.

Use NEFT to transfer funds to CHQ account.

First, deposit the amount in the account of the branch.Then using NEFT (National Electronic Fund Transfer system) you can transfer any amount without paying extra charges.

ELSE, YOU CAN SEND THE AMOUNT AS DEMAND DRAFT OR AT PAR CHEQUE

WE ARE SERIOUSLY CONSIDERING TO CHANGE THE BANK.


DO NOT USE CHQ PAN NUMBER

Some Circle Units have opened bank account giving CHQ PAN. Now, the Tax is deducted for the total amount taking together all the deposits made by CHQ and Circles with the same PAN. We are made to pay huge amounts as Income Tax. So, Circle Units are requested to obtain separate PAN. It is urgent.

Trivandrum District conference held on 20-5-2017in the RTTC auditorium was inaugurated by P S Ramankutty, National President. Com. T P George, Circle Secretary, Com. Sadanandan of Kendriya Vidyalay Pensioners Forum and Com. Vanamamalai of Defence pensioners organization addressed the meeting. More than 400 members attended the conference.

Comrades S G Panicker, K Ravindran and C Ravikumar are re-elected as District President, Secretary and Treasurer respectively.

As reported earlier, due to our consistent efforts, the BSNL Corporate Office has restored quarterly medical allowance without Voucher for the Pensioners only. Now, SSA offices are collecting options from the pensioners.

Each and every Pensioner should calculate which is beneficial to him/her and then give option.

For those who retired before 1-1-2007, the quantum of medical allowance is the same what they were receiving earlier till 2011. From that, the monthly amount can be assessed.If the expenditure being incurred by a pensioner is higher than the said amount, it is better to opt for with voucher scheme.
