We congratulate our leaders Com. G Natarajan (GS), D Gopalakrishnan (Vice President),P Gangadhara Rao (Dy GS), R C Malhotra (AGS.. photo not given) and Com. R Changappa (CS, Karnataka circle) for their successful efforts made in New Delhi during the last three days.
They met Shri Ananthakumar (Minister for Chemicals & Fertilisers), Shri Nripendra Mishra (Principal Secretary to Prime Minister of India), Shri Shivsailam (Addl Secretary, Telecom), Shri Narendra Yadav (Member Services), Smt. Annie Moraes (Member Finance) etc. and took up the case of 78.2% IDA for pensioner revision, removal of 60:40 on pension liability and other cases.
As scheduled in Bangalore AIC, our General Secretary Com. G Natarajan, Dy General Secretary Com. P Gangadhara Rao, AGS Com. R C Malhotra and Karnataka Circle Secretary Com. R Changappa met Shri Ananthakumar, Minister for Chemicals& Fertilizers, in his office in New Delhi yesterday, 30--11- 2015.
Shri Ananthakumar arranged meeting with Additional Secretary, Telecom and Shri Nripendra Mishra, Principal Secretary to Shri Narendra Modi, Honourable Prime Minister of India.
Today at 11.30, Com. Natarajan, Com. Gangadhara Rao, R C Malhotra and Com. Changappa met Shri N Shivasailam (Additional Secretary, Telecom) and discussed about the 78.2%. It was told that the PSU section has given their comments two days back and the file has come back to the Establishment Section. The Additional Secretary assured that the case would be expedited to send the Note to the Cabinet at the earliest.
MEETING WITH NRIPENDRA MISHRA
Then, at 1400 hours the leaders along with Vice President Com. D Gopalakrishnan, met Shri Nripendra Mishra, Principal Secretary to Prime Minister of India (who is also former Chairman of Telecom Commission). Main point discussed was the issue of 60:40. Shri Mishraji knows the case well. However, he gave a very patient hearing to our arguments and assured that he would sort out the issue.
Our leaders will be meeting Shri Ananthakumar again this evening, if possible.
We do hope that our efforts will bear the desired fruits...

As suggested by Shri Ananthkumar, Honourable Minister for Chemicals & Fertilizers, while addressing our AIC on 22-11-2015, our leaders have reached New Delhi to pursue the important cases like 78.2% IDA etc. Com. G Natarajan (GS) Com. P Gangadhara Rao (Dy General Secretary) and Com. R Changappa (CS, Karnataka) have already reached Delhi today. Com. D Goplakrishnan (VP) will be joining them tomorrow.
7th CPC made many exercises to find out the expenditure for a family of four members:
The Employee, his wife or her husband, and their two children.
The experts assessed that a 4 members-family should take only 600 ml milk every day. 18 Litre in a month.
So, the expenditure for milk is limited. This is one of the exercises.....
Hence, minimum pay for a central government employee was fixed at Rs 18000 per month.
Minimum Pension was fixed at Rs 9000 per month.
Does it mean a family of a pensioner should take only 300 ml milk every day?
The 7th CPC has prescribed Rs 18000 as the minimum pay taking into account various expenses of a family with Employee, his wife and two children. According to the CPC, the average expenditure for housing a family in India is only Rs 524.07 per month.
Where in India you will get a house for rent of Rs 524.07 per month? Even in a village ?
We wonder who gave this 'wonderful' information to the CPC!
BSNL has prescribed Rs 1155 for a Type I Quarter in unclassified towns, Rs 2310 in B class cities and Rs 3465 in A1 class cities.
Karnataka Circle Conference of AIBSNLPWA was held on 23-11-2015 in Bengaluru, one day after the AIC. Delegates from all the SSA Units participated. Representing the CHQ, Comrades P S Ramankutty (President), D Gopalakrishnan (Vice President), K R G Durga Prasada Rao (VP) , G Babu (VP), G Natarajan (GS), P Gangadhara Rao (Dy. GS), S Arunachalam (AGS), K G Deshpande (Org. Secretary), K Muthiyalu (Org. Secretary), and AP Circle Secretary Com. K S Koteswara Rao greeted the Conference.
The report presented by Com. Changappa (CS) and accounts presented by Com. Guru Rajan (Treasurer) were adopted after a lively discussion.
The Conference unanimously elected the new team of Circle Office Bearers with Com. P Gangadhara Rao as President, Com. G Babu as Vice President, Com. R Changappa as Circle Secretary and Com. Gururajan as the Treasurer.
7th CPC RECOMMENDATIONS ON PENSION AND PENSIONARY BENEFITS
The Commission has not recommended any change on many issues concerning pensioners. Few examples are:
1.Additional pension on attaining age of 80 years: NO CHANGE
2.Enhanced family pension from 7 years to 10 years: NO CHANGE
3.Commutation at 40%: NO CHANGE
4.Restoration of commuted value after 15 years only: NO CHANGE
5.Earned Leave accumulation up to 300 days: NO CHANGE
6.Fixed medical allowance to pensioners living in non-CGHS areas:NO CHANGE
7.DA Formula for central pensioners: NO CHANGE
SOME CHANGES:
The ceiling of Gratuity and Death gratuity has been enhanced. It will benefit only retiring senior officers.
One Rank One Pension principle is recommended to some extent in the formula for revising pension of existing pensioners.
MULTIPLICATION FACTOR
2.57 is recommended for all – employees and pensioners. There is no discrimination in it. Assuming that the Central DA will be 125% as on 1-1-2016, the net benefit will be an increase of 32 percent of existing basic pension.
Two options are available for re-fixation of pension. Immediately apply the MULTIPLICATION formula of 2.57 and fix the pension. Later on, re-fix the pay at the minimum of the newly proposed Pay Matrix and then add number of increments earned by the pensioner in the old scale when he/she retired and then fix the pension at 50% of the total amount including the increments so added.
MEDICAL INSURANCE
Medical Insurance scheme is recommended while, on the other side, suggested expansion of CGHS to some more cities.

NEW DELHI: The 7th Central Pay Commission (CPC) is likely to submit its final report to finance ministry on November 20 which is due for implementation from January 1, 2016.
More than 48 lakh serving central government employees and 54 lakh pensioners will be impacted by the 7th CPC, which is likely to recommend an average hike of 15 percent, said a source.
The 900-page report is believed to have made suggestions on parity of 36 organised 'Group A' services with the IAS, which has so far largely dominated superior positions in the central government.
The pay panel was constituted in February 2014 and was asked to submit its report within 18 months. However, in August the government gave the panel four months extension to submit its report by December.
Its recommendation will guide how the salary and various allowances of central staff will be revised besides improving their service condition. The report would also impact all public sector employees and central autonomous bodies which generally make corrections as per the hikes given to the central staff. (Economic Times)
On 12-11-2014, the BSNL corporate Office sent a letter to all circles asking to provide some information regarding pay fixation of those absorbed Group C and Group D staff who wanted IDA scales after the date of their promotion which happened to be after 1-10-2000. Five reminders were sent during the last one year. Only 50% of the Circles responded. Now the sixth reminder is sent on 12-11-2015, on the first anniversary of original letter.
On 2-3-2015 the Corporate Office directed all Circles to nominate an officer not below the rank of DGM to ensure that pension papers are sent to CCA offices promptly to avoid delay in settlement of pension cases. Four reminders were sent during the last 8 months. Again, only 50% of Circles took action. Now another reminder is fired from Delhi.

Those who did not intimate this requirement have to make their own arrangement.
