Com. P S Ramankutty and Com. G Natarajan will be attending the Circle Executive Committee meeting of Andhra Circle at Warangal on 30-3-2016. Com. Natarajan will be back in Chennai on 31-3-2016 and Com. Ramankutty will be back in Trivandrum on 1-4-2016.

In Solapur district of Maharastra, the Solapur District Pensioners Association (BSNL) has been functioning since last ten years, without affiliating with any all India organisation. They were thinking of joining a national level organisation and they were convinced that AIBSNLPWA is the only choice.

A meeting was conducted on 27-3-2015 attended by about 125 members.Com. P Gangadhara Rao, Dy. General Secretary of AIBSNLPWA was the chief guest.Com. K G Deshpande (Organising Secretary), Com. Ratnakar Mitkary (All India Vice President and Maharastra Circle President) and Com. M J Pillay (Circle Secretary, Maharastra) also attended the meeting representing our Association. The meeting unanimously decided to convert their Association into Solapur District branch of AIBSNLPWA. S/s S H Mokashi, Uday Thekedar and Zia Daulatabadkar are the President, District Secretary and Treasurer respectively.

Com. Gangadhara Rao inaugurated the new branch and spoke in detail about all pending issues. Comrades Mitkary, Deshpande and Pillay also addressed the meeting.

With great sorrow, we report sad demise of Com. Somanadha Pillai, Secretary of our Ananthapur Branch in Andhra circle. He was 77.

Com. Somanadha Pillai was an active comrade while in service and after retirement as well.

He managed to get some land allotted to our Association and construct a building thereon.

[ We have already reported this matter in Pensioners Patrika No 21 with photograph.]

Com. Pillai was getting ready to go out somewhere and he collapsed in the bath room at 6 PM yesterday, 26-3-2016 due to massive heart attack.

CHQ conveys heartfelt condolences to the bereaved family members and our comrades at Anantapur.

Just now, we have received the sad news that mother of Com. K Muthiyalu, our former President and now all India Organising Secretary expired. She was around 90 years of age.

Com. Muthiyalu has left Chennai for Karur, his native place.

District Conference of Ongole was held on 14-3-2016 in which 140members participated. General Manager of Ongole district Smt. B.Chandra Sena, ITS., attended as Chief Guest and addressed thegathering. 9 Senior pensioners who got commutation restoration werefelicitated by her. Circle Secretary Com. Koteswara Rao, Advisor Com.B.Kondaiah, Org secretary Com K. Venkateswarlu addressed and explainedon 78.2 IDA and future pension revision. Com.R.Nageswara Rao, Com.V.Venkateswalu, Com.B.V Seshaiah were elected unanimously as Dist President,Dist Secretary and Treasurer respectively.

You are aware about the continuous efforts taken by our CHQ to get the benefit of pension revision on the basis of 78.2 IDA merger from 10/6/2013 for those who retired prior to that date. 32 months are over and it is delayed under one pretext or other. As per our Bangalore AIC decision, CHQ calls upon you to hold "Powerful demonstration with maximum mobilisation" on 24/3/2016 (Thursday) at all SSAs & Circle Headquarters (positively before the office of CCA). BDPA g/s Com Mistry has agreed and AIRBSNLEA com Kishan singh is expected to participate along with us in this programme. A detailed circular will be issued later

The Government is declaring off and on about early settlement of pensioners' grievances and We request you, sir, to settle this issue without further delay

Mr V A N Namboodiri and GS of his Pensioners Association met the Minister for Communications in the Parliament House on last Wednesday along with an MP from Kerala.There is a temporary office room for each Cabinet Minister in the Parliament House.When the Ministers have no specific work inside the House, they used to sit in these rooms.MPs go and submit some letters to the Ministers.It is a casual arrangement.No serious discussion takes place there.

Minister heard about 78.2% case. A Usual reply was given that he would look into it.That is all.

But, the Minister expressed concern about the financial position of BSNL.

Mr Namboodiri did not tell him that BSNL has already paid 78.2% benefit to serving staff about 32 months back.BSNL need not pay to the pensioners.It is the expenditure from Governments funds. Cabinet has to give the nod. Department of Expenditure has no objection to it.Then, why should the Honourable Minister be concerned of BSNL finance at this juncture?

Nine months back, on 9th June 2015, Minister signed the draft Cabinet Note on 78.2% to pensioners.He should have raised the concern about impact on BSNL before approving it.That was not done.Therefore, we fail to understand why BSNLs financial performance should be brought now.

MTNL staff were not given the benefit of 78.2% as done by BSNL.Hence the question of extending the benefit to MTNL pensioners does not arise now.

So the attempt to delay a decision on our case can not be taken as a genuine concern.

We should record our protest.

Our GS has some problem with his eyes.He is with a doctor at present.

Tomorrow, he will send a detailed communication to all for the programme. Please await it.This is an advance information to you all.

Communications Minister, Shri Ravi Shankar Prasad, told on 2-3-2016 that both

the BSNL and MTNL have recorded a very insignificant growth in revenue last year.

Company 2013-2014 ... 2014-12015 ... Increase in Revenue

BSNL ... ... 27996 Cr. .. 28645 Cr. .. ... .. 649 Cr.

MTNL ... ... 3786 Cr. .. 3821 Cr. ... ... ... 34 Cr.

Some time back, the CMD of BSNL told the staff leaders that some pay revision can be given
only if there is a Revenue growth of Rs 5000 crore in an year.

Where is 5000 crore and where is 649 crore?

NEW DELHI: State-run BSNL had an outstanding debt of Rs 7,666.94 crore as on January 31, 2016, while that of MTNL stood at Rs 13,529.62 crore at the end of February this year, Parliament was informed on 9-3-2016.
Telecom Minister Ravi Shankar Prasad in a written reply to Lok Sabha said that BSNL's debt is mainly due to its capital expenditure requirement.

Vijay Mallya

Liquor baron Vijay Mallya, who is facing legal proceedings for allegedly defaulting loans of over Rs 9,000 crore (Rs 90 billion) from various banks, has left the country a week back, government on Wednesday informed the Supreme Court.

"I spoke to the Central Bureau of Investigation a while ago and it told me that on March 2 he (Mallya) left the country," Attorney General Mukul Rohatgi told the bench comprising Justices Kurian Joseph and R F Nariman.

Be it UPA govt or NDA govt; people like Vijay Mallya can do the trick. We can not.

We have to wait for the Files moving up an down. We the people of India.....

Circle Conference of UP East was held at Kanpur on 28th March 2016. Com. K S Jat (AGS) and Com. M D Saraf (AGS) attended the conference representing CHQ. They spoke in detail about the major issues. Com. R C Chouhan (leader of TEPU), Com. S P Agrawal of the Coordinating Committee at Kanpur, Com. Arum Mishra, leader of Postal workers etc. addressed the conference, presided over by Com. J B Singh.

Com. Baboo Ram of Kanpur is the new Circle President. Com. Mahatma Pathak is re-elected as the Circle Secretary and Com. Dhani Ram is the Treasurer.

As we reported earlier, the new Secretary, Telecom (Shri J S Deepak) wanted some clarifications about the proposal and its impact on the MTNL pensioners. The file was sent by him to Member (F) and in turn it had gone to DDG (Accounts). Our General Secretary and Dy General Secretary met the DDG on 3-3-2016 and explained the position that it has no impact on MTNL Pensioners, as on today.

Simply because the benefit of 78.2% was not given to serving staff of MTNL so far.

The DDG has sent the file back, with his remarks, to Advisor Finance) yesterday.It has moved to Member (Finance) and today it has gone to Member (Services). It may go to DDG (Estt) tomorrow. Com. R L Kapoor met the DDG today and discussed the case in advance.

We hope that the Secretary will not ask more clarifications. Let us wait and see.....
