A news item appeared in media is reproduced hereunder. All central government staff (except perhaps the Group D) will get very negligible amount as hike in their salary if the proposal is implemented. At the same time, all deductions will be based on the full hike. Net result will be that the "take-home" salary will be lesser than whey they get now. somebody concerned may please calculate and tell the fact.

7th Pay Commission – 50% of Salary Increase Could be by way of Bonds – Increase in government employee wages and pension expenditure on account of seventh pay commission recommendations is not fully provided for in the Budget.

The govt is considering a proposal under which 50% of of higher income staff under the 7th Pay Commission will be compulsorily invested in bank bonds. The proceeds will be used to recapitalise banks without additional pressure on the fiscal.

While this will result in less cash in the hands of higher-income employees, as a sweetener they will get income tax rebate on the amount invested. Those wanting to invest more than 50% to save tax will be allowed to do so. The Bank Recapitalisation Scheme, as this proposal is being called, will be voluntary for employees with lower salaries (those in the Rs 5,200-20,200 bracket) and pensioners.

A finance ministry official confirmed that preliminary discussions around this proposal were held at a meeting on Thursday, but no decision on its implementation was taken. “The issue was discussed. We are looking at all options,” he said.

After protracted legal fights in CAT Ernakulam, High Court of Kerala, Principal Bench of CAT, High Court of Delhi and Supreme Court, Department of Pension has issued orders yesterday, 6-4-2016, that all those central government employees retired before 2006 are also eligible to get pension which shall not be less than 50% of the minimum pay in the new Pay Band plus the Grade Pay of the grade .

In the case of those who retired with less than 33 years of qualifying service, the pension need not be reduced pro rata. They should also get 50% of Minimum pay + Grade pay. This is the important aspect of the order.

The arrears will be calculated from 1-1-2006.

Com P. Gangadhara Rao, Dy.GS was continuously taking efforts to meet Shri Ananthakumar, Hon. Minister for Chemicals & Fertilizers either at Bangalore or at New Delhi. He, alongwith Com. R Changappa, Karnataka Circle Secretary, met Shri Ananthakumar in Bangalore on 26-3-2016. The Minister made over the case of 78.2 to his Special Officer saying that “it is the most genuine case.”

The relentless efforts made by Com. Gangadhara Rao in continuation of the Bangalore meeting had its desired result. Ultimately a meeting was fixed with Shri Ananthakumar in his New Delhi office on 5-4-2016.

Com R L Kapoor, our Legal Committee Member was requested over phone to go to the Minister's office at the appointed time which he did. RLK met Hon. Minister Shri Ananthakumar and apprised him the present position on 78.2.

Immediately Shri Ananthakumar contacted Shri J S Deepak IAS, Secretary, Telecom and fixed a meeting with him at 6 PM on the same day itself. Accordingly Kapoor met Secretary, Telecom at about 6.30 PM and explained the demand. After hearing the explanation, Secretary, Telecom informed that he is yet to go through the file. When Kapooorji insisted, Secretary, Telecom asked him to contact exactly after a week's time.

Nobody else could meet the new Secretary, Telecom so far. It is possible for us only due to the effective intervention of Shri Ananthakumar once again and we are thankful to him. We hope that the Secretary, Telecom would clear it within a week without any further hurdles.

Let us hope that the indefinite waiting for justice will end now.

In Solapur district of Maharastra, the Solapur District Pensioners Association (BSNL) has been functioning since last ten years, without affiliating with any all India organisation. They were thinking of joining a national level organisation and they were convinced that AIBSNLPWA is the only choice.

A meeting was conducted on 27-3-2015 attended by about 125 members.Com. P Gangadhara Rao, Dy. General Secretary of AIBSNLPWA was the chief guest.Com. K G Deshpande (Organising Secretary), Com. Ratnakar Mitkary (All India Vice President and Maharastra Circle President) and Com. M J Pillay (Circle Secretary, Maharastra) also attended the meeting representing our Association. The meeting unanimously decided to convert their Association into Solapur District branch of AIBSNLPWA. S/s S H Mokashi, Uday Thekedar and Zia Daulatabadkar are the President, District Secretary and Treasurer respectively.

Com. Gangadhara Rao inaugurated the new branch and spoke in detail about all pending issues. Comrades Mitkary, Deshpande and Pillay also addressed the meeting.

With great sorrow, we report sad demise of Com. Somanadha Pillai, Secretary of our Ananthapur Branch in Andhra circle. He was 77.

Com. Somanadha Pillai was an active comrade while in service and after retirement as well.

He managed to get some land allotted to our Association and construct a building thereon.

[ We have already reported this matter in Pensioners Patrika No 21 with photograph.]

Com. Pillai was getting ready to go out somewhere and he collapsed in the bath room at 6 PM yesterday, 26-3-2016 due to massive heart attack.

CHQ conveys heartfelt condolences to the bereaved family members and our comrades at Anantapur.

Just now, we have received the sad news that mother of Com. K Muthiyalu, our former President and now all India Organising Secretary expired. She was around 90 years of age.

Com. Muthiyalu has left Chennai for Karur, his native place.
