Kerala Circle held its CEC meeting physically on 29-11-2021 at Thirur. Com. P S Ramankutty (CHQ president), Com. R N Pada Nair (AGS) and Smt. A P Saraswathy (CHQ Org. Secy) participated. CEC dedided to hold Circle Conference of Kerala on 12th March 2022 at Thirur . On 30-11-2021 in a meeting participated by leaders of various organizations of Central and State Pensioners a Reeption Committee with Com. T Gangadharan (District Secretary of CGPA) as President. Com. V R Vasudevan (DS AIBSNLPWA) as General Convener and Com. C Mohanan (AIBSNLPWA) as Treasurer was formed for successful conduct of the Circle Conference.

The Conference elected S/s J N Pathak, K K Tripathy and Ashk Kumar as President, Secretary and Treasurer respectively.
The conference elected S/s Kameshwar Prasad, H N Singh and G P Singh as President, Secretary and Treasurer respectively.
Anantapur District Conference held on 18-11-2021 at Hindupur. Good number of members and leaders attended. Com A Viswanath , Com Rajasekara Reddy, Com Ratnamayya were elected unanimously as District President, Secretary, Treasurer respectively. Com. Varaprasad, Dy GS as well as Circle Secretary of Andhra Circle addressed the conference.

As the situation has improved in North India, our CHQ directed all Units to hold District/Circle conferences, wherever possible, physically.Immediately Com. G S Bajwa, CS of our Punjab Circle issued notice for his circle conference. It was held on 13-11-2021 at Phagwara city in the presence of Com. Anupam Kaul, AGS. Thus Punjab circle is the first to hold physical conference in the post-Covid scenario.
Democratic elections were held . Com. Swatantar Kumar, Com. G S Bajwa AND Com. R K Sharma are elected as Circle President, Circle Secretary and Circle Treasurer respectively.
Com V Subburaman, GS, TEPU and President, LPF (DMK labour wing) breathed his last yesterday (8/11/21) in Chennai at his residence. He was suffering from terminal illness for sometime. He was active in NFPTE and later when FNTO was formed he was elected as TN circle secretary of E3 of that federation. Later when TEPU was formed he was the GS of that organization till his end. He was a very nice person and moved with all irrespective of their union affiliation. We pay our homage to the departed leader and convey our heartfelt condolences to the bereaved family and friends.

WE HAVE UPDATED THE NINE TABLES TAKING INTO THE NEW RATE OF IDA FROM JULY TO SEPTEMBER 2021. THE TABLES GIVE ARREARS ON BASIC PENSION AND ARREARS ON ADDITIONAL PENSION AS ALL BENEFICIARIES HAVE CROSSED THE AGE OF 80 YEARS.

Frozen IDA
BSNL corporate office released an order on 27/10/2021 granting frozen IDA from 1/10/2000 to 30/6/2021 to non-executive employees. After seeing this order some members started asking queries about the impact of this order on pensioners.CHQ would like to clarify the following:-
- 1) One should understand that citing covid-19 crisis, DPE issued OM dated 19/11/2020 freezing IDA from 1/ 110/2020 to 30/6/2021 freezing IDA to Executives & Non-unionized supervisors of CPSEs.It is obvious that the IDA for non-executives are not to be frozen.
- 2) But unfortunately some CPSEs including BSNL freezed the IDA even to non-executive employees.
- 3) By issuing 27, October 2021 order, BSNL C.O has corrected the wrong thing.
- 4) But, the serving Executives of BSNL are not eligible to get the frozen IDA.
- 5) In the case of absorbed BSNL retirees, pension including Dearness Relief is paid by Central Government and not by BSNL.So, this order will not have any effect on us.
- 6) The Central Government has not granted the frozen DA or DR to its employees and pensioners.If that is done, we have a similar claim.

With great sorrow, we report sudden demise of Com. P. L Hirpara, our Circle Secretary of Gujarat Circle on 24-10-2021 after a short illness. 80 years old Com. Hirpara was admitted few days back in hospital with breathing problem. He was taken to the ICU two days before his death.
CHQ express its deep condolences on the sudden demise of Com. Hirpara.
