Last Day of our Delhi Visit on 25-03-2022. Com D Gopalakrishnan Vice President CHQ, Com Anupam Koul AGS, Com T S Vittoban Treasurer CHQ, Veteran Leader Com M K Bagchi and myself met Parliamnetary Affairs minister Shri Pralhad Joshiji and requested his help. He immediately phoned MOC and requested him to meet the delegation. So, we met Hon'ble MOC Shri Ashwin Vaishnaw ji and handed over letter on PENSION REVISION. He was very very positive and assured to help because the demand is genuine. When we told him that we are waiting for the past five years he told " I am sorry".

Later We met Sri Rajaraman, Telecom Secretary in Electronics Niketan and presented a detailed four pages letter. We explained the issue and stand taken by DOT hitherto. We requested him to review the decision taken by Establishment section, which had the approval of the then Secretary. We also informed him about our meeting with MOC. He asked how many pensioners would get the benefit. After hearing our explanation he marked the letter to Member (S) . He also assured to take necessary action and revert back to us.

Only those Pensioners/Family Pensioners who are residing in an area not covered by CGHS, and specifically opt for not availing of OPD facilities in the nearest CGHS dispensary, are entitled medical allowance. An option is required to be exercised by a retiree at the time of retirement for availing OPD medical facility or FMA.

Only one change in option in the life-time of a Pensioner/ Family pensioner is allowed.


If a Pensioner/Family Pensioner, who is availing CGHS/medical facility for both IPD and OPD, intends to avail FMA while residing in a non-CGHS area or on shifting of residence from a CGHS area to a non-CGHS area. he/she may apply to the CGHS authorities for surrender of OPD facility under CGHS. On receipt of an application to this effect, the CGHS authorities will make necessary endorsement on the CGHS card and issue a certificate within four working days from the date of receipt of application, that the Pensioner/Family Pensioner is not availing OPD facility and is availing only IPD facility under CGHS. Thereafter, the Pensioner/Family Pensioner will submit an application to the Head of Office along with copy of the surrender certificate for issue of a revised pension payment authority for payment of FMA. The case for issue of the revised pension payment authority will then be processed in the usual manner through PAO and CPAO and sent to the Pension Disbursing Bank for payment of FMA along with monthly pension. The revised Pension Payment Authority will be issued within two months from the date of submission of application by the Pensioner/Family pensioner in this regard. The payment of FMA in such cases will, however, be made from the date of issue of the surrender certificate by the CGHS authorities.

And For Ahmedabad District, Com K B Jadav, Com R R Verma, Com R G Patel are elected as District President, District Secretary and District Treasurer respectively.

Recently a new functionality for transfer of pension case from one CCA to another CCA has been developed in Sampann. Pensioner will have to raise a request for transfer of his pension from one CCA to another with his login credentials.

Once the transfer request is accepted, the pensioner will receive the message to his registered mobile number

For the final approval, The pensioner will have to sign the transfer request Form which will be sent to his address physically via post or he can also download from Sampann. He has to send the transfer request Form to the concerned address given in the downloaded Form duly signed along with copy of ID, e-PPO , signatures of two witnesses

Once the case is completely processed and transferred from the current CCA to new CCA, he will receive the message to his registered mobile number.

He can now download the Digitally signed transfer authority letter from Sampann.

There shall be no cut-off date for switching over to CGHS, and if they switch over to CGHS by 31-03-2022 , reimbursement of CGHS one-time subscription will be done within one month of submission of their claim.

Comrades,

Today (08-02-2022) Com Anupam Kaul, our AGS along with Com. G L Gogi GS, SNPWA met CMD, Dir(Hr) and Dir ( Finance)/ BSNL and discussed following issues.

1. MIGRATION TO CGHS.

On the issue of opening awindow for direct payment by BSNL to CGHS for migration from BSNL MRS to CGHS, CMD, in our presence, issued instructions to Dir( HR) to opena window immediately for payment of one time CGHS contribution directly by BSNL to CGHS to facilitate migration to CGHS and keep it open till 31st March, 22. This indeed is a very positive development and now our appeal to our Comrades is to immediately migrate to CGHS as theyneed notspend money and wait forreimbursement. Let us wait for the orders.

2. RELAXATION OF VRSCONDITIONS.

On the important issue of relaxation of VRS conditions to enable spouses of VRS optees payment of both gratuity and pension commutation in the event of unfortunate death of a VRS optee, CMD categorically and wholeheartedly assured that he will take up this issue personally with Secy/ DOT and even plead with him to get VRS conditions relaxed in such cases including going to Union Cabinet, ifneeded. CMD is fully convinced on this issue and will surely resolve it. In fact, he has already got some positive indications from DOT on this issue after we briefed him last time on this issue.

3. IT ISSUE

Regarding notices being received from income tax authorities for levying of tax on leave encashment of DOTperiod, CMD assured that BSNL will continue to pursue this issue with concerned authorities of income taxinformally even though he is not personally convinced on this account since the payment of leave encashment is made by BSNL, as an employer, not DOT, and tax has to be levied as per the provisions of tax applicable to CPSEs. Nonetheless,he assured that BSNL will continue to pursue the issue with concerned tax authorities.

4. ST CASES OF MH CIRCLE.

Regarding withholding of terminal benefits to ST Comrades of MH Circle,after a very detailed and prolonged discussion,CMD asked us to wait for just one month since he is personally in close touch with Secy/ DOT on this issue to sort it out at the earliest.

5. BSNL MRS REIMBURSEMENT

Regarding payment of pending medical bills with and without voucher, CMD assured that he will surely try to give some relief in the month of March/ April 22.

Let us hope for the best.
